The Glasgow Advice and Information Network (GAIN) was established in 2002 following acceptance of the Blake Stevenson report on the future of advice and information services. It is a city-wide initiative with a remit to undertake planning of money advice and information services at both an operational and strategic level.

One of the report’s key recommendations was the need to research and profile debtors by a range of characteristics including age, gender, type and level of debt so that clients who need to be assisted by early intervention could be identified and prioritised.

CAIS Online was developed in response to these requirements in partnership with the advice sector, including Citizens Advice Bureaux, Law Centres and Credit Unions.
